Search Console verification for instantadpay.com

Google Safe Browsing has the site marked "some pages on this site are unsafe"
(social engineering) as of 24 September. The only place that names the pages,
and the only place a review can be requested, is Search Console, and the site
was never verified there. Meta tag on the home page plus the HTML-file
fallback; both are Marty's own account.

The likeliest trigger is already paused: campaign #225 was a verified-visits
ad opening llclickpro.com from our pages, and llclickpro.com carries the same
flag. A guard for that class of problem is the next commit.
